Dec. 31, 2012 ? The larger economic environment during infancy may be associated with subsequent substance use and delinquent behavior during adolescence, according to a report published Online First by Archives of General Psychiatry, a JAMA Network publication.
The current economic crisis has received much attention from policy makers, although the focus has been on short-term effects, while the long-term influences of such financial crises, especially on young children, have generally not been examined, according to the study background.
Seethalakshmi Ramanathan, M.B.B.S., D.P.M., of the State University of New York Upstate Medical University, and colleagues examined the relationship between the high unemployment rates during and after the 1980 and 1981-1982 recession, and rates of subsequent adolescent substance use and delinquent behaviors. Researchers used data from the National Longitudinal Survey of Youth 1997, which included a group of 8,984 adolescents born from January 1, 1980 through December 31, 1984.
"The results demonstrate a strong correlation between the unemployment rate during infancy and subsequent behavioral problems. This finding suggests that unfavorable economic conditions during infancy may create circumstances that can affect the psychological development of the infant and lead to the development of behavioral problems in adolescence," the authors note.
According to the study results, exposure to a 1 percent deviation from mean regional unemployment rates at the age of 1 year was associated with an increase in the odds ratios of engaging in marijuana use (1.09), smoking (1.07), alcohol use (1.06), arrest (1.17), gang affiliation (1.09), and petty (1.06) and major theft (1.11). No significant associations were noted with the use of hard drugs and assaultive behavior, the results indicate.
"Although the past does not necessarily predict the future, it provides important lessons. Our findings suggest an important static risk factor that mental health professionals may want to take into account when dealing with children exposed to the current economic crisis," the authors conclude. "We hope that the study inspires mental health professionals to look for potential causes and explore interventions that can mitigate some of these long-term consequences."

WASHINGTON (AP) ? Whether negotiated in a rush before the new year or left for early January, the fiscal deal President Barack Obama and Congress cobble together will be far smaller than what they initially envisioned as an alternative to purposefully distasteful tax increases and spending cuts.
Instead, their deal, if a deal they indeed cut, will put off some big decisions about tax and entitlement changes and leave other deadlines in place that will likely lead to similar moments of brinkmanship, some in just a matter of weeks.
Republican and Democratic negotiators in the Senate were hoping for a deal as early as Sunday on what threshold to set for increased tax rates, whether to keep current inheritance tax rates and exemptions and how to pay for jobless benefits and avoid cuts in Medicare payments to doctors.
An agreement would halt automatic across-the-board tax increases for virtually every American and perhaps temporarily put off some steep spending cuts in defense and domestic programs.
Gone, however, is the talk of a grand deal that would tackle broad spending and revenue demands and set the nation on a course to lower deficits. Obama and Republican House Speaker John Boehner were once a couple hundred billion dollars apart of a deal that would have reduced the deficit by more than $2 trillion over ten years.
Republicans have complained that Obama has demanded too much in tax revenue and hasn't proposed sufficient cuts or savings in the nation's massive health care programs.
In an interview on NBC's "Meet the Press" that aired Sunday, Obama upped the pressure on Republicans to negotiate a fiscal deal, arguing that GOP leaders have rejected his past attempts to strike a bigger and more comprehensive bargain.
"The offers that I've made to them have been so fair that a lot of Democrats get mad at me," Obama said.
The interview was taped Saturday while aides to the Senate Republican leader, Mitch McConnell of Kentucky, and to Senate Majority Leader Harry Reid, D-Nev., were engaged in negotiations in the Capitol in hopes of having something to present senators as early as Sunday.
"I was modestly optimistic yesterday, but we don't yet see an agreement," Obama said, referring to his mood Friday. "And now the pressure's on Congress to produce."
The trimmed ambitions of today are a far cry from the upbeat bipartisan rhetoric of just six weeks ago, when the leadership of Congress went to the White House to set the stage for negotiations to come.
"I outlined a framework that deals with reforming our tax code and reforming our spending," Boehner said as the leaders gathered on the White House driveway on Nov. 16.
"We understand that it has to be about cuts, it has to be about revenue, it has to be about growth, it has to be about the future," House Democratic leader Nancy Pelosi said at the time. "I feel confident that a solution may be in sight."
And Senate Majority Leader Harry Reid, D-Nev., offered a bold prediction: "There is no more let's do it some other time. We are going to do it now."
That big talk is over for now.
Senate negotiators were haggling over what threshold of income to set as the demarcation between current tax rates and higher tax rates. They were negotiating over estate limits and tax levels, how to extend unemployment benefits, how to prevent cuts in Medicare payments to doctors and how to keep a minimum income tax payment designed for the rich from hitting about 28 million middle class taxpayers.
But the deal was not meant to settle other outstanding issues, including more than $1 trillion in cuts over 10 years, divided equally between the Pentagon and other government spending. The deal also would not address an extension of the nation's borrowing limit, which the government is on track to reach any day but which the Treasury can put off through accounting measures for about two months.
That means Obama and the Congress are already on a new collision path. Republicans say they intend to use the debt ceiling as leverage to extract more spending cuts from the president. Obama has been adamant that unlike 2011, when the country came close to defaulting on its debts, he will not yield to those Republican demands.
As the day ended Saturday, there were few signs of success on a scaled-back deal. But no one was declaring a stalemate either.
Lawmakers have until the new Congress convenes to pass any compromise, and even the calendar mattered. Democrats said they had been told House Republicans might reject a deal until after Jan. 1, to avoid a vote to raise taxes before they had technically gone up, and then vote to cut taxes after they had risen.
Republicans said they were willing to bow to Obama's call for higher taxes on the wealthy as part of a deal to prevent them from rising on those less well-off.
Democrats said Obama was sticking to his campaign call for tax increases above $250,000 in annual income, even though he said in recent negotiations he said he could accept $400,000. There was no evidence of agreement even at the higher level.
Obama, who once proposed nearly $1.6 trillion in tax revenue over 10 years, would get about half of that if he succeeded in getting a $250,000 threshold over 10 years. At a $400,000 level, the revenue figure drops to about $600 billion over a decade.
Republicans want to leave the estate tax at 35 percent after exempting the first $5 million in estate value. Officials said the White House wants a 45 percent tax after a $3.5 million exemption. Without any action by Congress, it would climb to a 55 percent tax after a $1 million exemption on Jan. 1. Obama's proposal would generate more than $100 billion in additional revenue over 10 years.
Democrats stressed their unwillingness to make concessions on both income taxes and the estate tax, and hoped Republicans would choose which mattered more to them.

CARACAS (Reuters) - Venezuelan President Hugo Chavez is suffering more complications linked to a respiratory infection that hit him after his fourth cancer operation in Cuba, his vice president said in a somber broadcast on Sunday.
Vice President Nicolas Maduro flew to Cuba to visit Chavez in the hospital as supporters' fears grew for the ailing 58-year-old socialist leader, who has not been seen in public nor heard from in three weeks.
Chavez had already suffered unexpected bleeding caused by the six-hour operation on December 11 for an undisclosed form of cancer in his pelvic area. Officials said doctors then had to fight a respiratory infection.
"Just a few minutes ago we were with President Chavez. He greeted us and he himself talked about these complications," Maduro said in the broadcast, adding that the third set of complications arose because of the respiratory infection.
"Thanks to his physical and spiritual strength, Comandante Chavez is confronting this difficult situation."
Maduro, flanked by his wife Attorney-General Cilia Flores, Chavez's daughter Rosa Virginia and her husband, Science Minister Jorge Arreaza, said he would remain in Havana while Chavez's condition evolved.
He said Chavez's condition remained "delicate" - a term he has used since the day after the surgery, when he warned Venezuelans to prepare for difficult times and urged them to keep the president in their prayers.
"We trust that the avalanche of love and solidarity with Comandante Chavez, together with his immense will to live and the care of the best medical specialists, will help our president win this new battle," Maduro said.
A senior government official in Caracas said the New Year's Eve party in the capital's central Plaza Bolivar had been canceled. "Everyone pray for strength for our comandante to overcome this difficult moment," the official, Jacqueline Faria, added on Twitter after making the announcement.
OIL-FINANCED SOCIALISM
Chavez's resignation for health reasons, or his death, would upend politics in the OPEC nation where his personalized brand of oil-financed socialism has made him a hero to the poor but a pariah to critics who call him a dictator.
His condition is being closely watched around Latin America, especially in other nations run by leftist governments, from Cuba to Bolivia, which depend on subsidized fuel shipments and other aid from Venezuela for their fragile economies.
Chavez has not provided details of the cancer that was first diagnosed in June 2011, leading to speculation among Venezuela's 29 million people and criticism from opposition leaders.
Chavez's allies have openly discussed the possibility that he may not be able to return to Venezuela to be inaugurated for his third six-year term as president on the constitutionally mandated date of January 10.
Senior "Chavista" officials have said the people's wishes were made clear when the president was re-elected in October, and that the constitution makes no provision for what happens if a president-elect cannot take office on January 10.
Opposition leaders say any postponement would be just the latest sign that Chavez is not in a fit state to govern and that new elections should be called to choose his replacement. If Chavez had to step down, new elections would be called within 30 days.
Opposition figures believe they have a better shot against Maduro, who was named earlier this month by Chavez as his heir apparent, than against the charismatic president who for 14 years has been nearly invincible at the ballot box.
Any constitutional dispute over succession could lead to a messy transition toward a post-Chavez era in the country that boasts the biggest oil reserves in the world.
Maduro has become the face of the government in Chavez's absence, imitating the president's bombastic style and sharp criticism of the United States and its "imperialist" policies.
In Sunday's broadcast, Maduro said Chavez sent New Year greetings to all Venezuelans, "especially the children, whom he carries in his heart always."

Making new residents feel at home
Recently, the Ranch Ehrlo Society implemented a new intake process for all new residents who come to stay at the agency.

Some of the major changes and additions to the new intake process are listed below:
Pre-Intake Letter
A pre-intake letter was developed that will be sent to the referral agency. ?Included with this letter is the Welcome to the Ranch orientation video and the Ranch Ehrlo resident handbook, so that this information can be reviewed with the youth and family prior to the admission meeting. Reviewing this information prior to the admission meeting helps answer questions that the new residents and their parents/guardians may have about Ranch Ehrlo?s programs and services. The intent is to help make the admission meeting a positive experience. The youth and family are also encouraged to visit our web site, which also has information about our programs and services as well as a virtual tour of the Pilot Butte campus.
Resident handbook
The resident handbook was updated, complete with information about the agency and its programs, the treatment process, guidelines for resident behaviour and family involvement, an outline of the agency?s and resident?s responsibilities, and new images to give new residents a sense of the agency.
Intake Package
The Intake Package was reduced in size:
- Some forms were removed entirely and other forms were combined
-?The full policies that were previously included for review with the resident and family were removed from the package, with the information within the resident handbook (which contains an abridged version of those full polices) being used in place of the full policy version
-??The resident handbook is now to be reviewed within a seven-day period of admission, giving the resident time to settling into the program before sitting down with a worker to review this information
-??The Welcome to the Ranch Orientation Video was developed, in part, for use within the intake meeting, giving the resident and families important information in a fun and non-threatening format

Ranch Ehrlo has also just released a brand new orientation video for new residents. The video features former Ranch youth as actors and the narrator. The five minute video highlights treatment services available at Ranch Ehrlo, our unique schools, recreational activities, family involvement, and home life in the residential units. The original video was shot in English and translated to Cree, Dene, and Inuktitut.

A virtual tour of all aspects of our Pilot Butte campus is anticipated to launch next week on our main website.

Dragonflies lack humans' big brains, but they still get the job done, according to new research that suggests that these insects have brain cells capable of feats previously seen only in primates.

But little is known about how the brain locks onto its targets and ignores all else. To find out, Wiederman, who is from the university's Center for Neuroscience Research, and his colleague David O'Carroll turned to an unlikely animal. "The dragonfly hunts for other insects, and these might be part of a swarm ? they're all tiny moving objects," Wiederman said. "Once the dragonfly has selected a target, its neuron activity filters out all other potential prey. The dragonfly then swoops in on its prey ? they get it right 97 percent of the time."
Using a glass probe with a tip 1,500 times smaller than a human hair, the researchers measured the neuronal activity that enables such amazing aerial hunting. A similar process is at work in the primate brain, O'Carroll said in a statement, but researchers weren't expecting to see the same thing in an insect that evolved 325 million years ago.
"We believe our work will appeal to neuroscientists and engineers alike," O'Carroll said. "For example, it could be used as a model system for robotic vision. Because the insect brain is simple and accessible, future work may allow us to fully understand the underlying network of neurons and copy it into intelligent robots."
Plenty of other insects have inspired robot designs. Swiss scientists, for example, have built a hovering drone that mimics insects in its ability to survive collisions with hard objects. Sometimes insects are recruited directly. North Carolina State University researchers reported in September that they'd managed to create cyborg Madagascar hissing cockroaches. The scientists wired a microcontroller to the insects' sensory organs, enabling them to steer the cockroaches' movements.

Dec. 28, 2012 ? The fast-paced proliferation and popularity of mobile devices here on Earth, like smartphones loaded with powerful operating systems, will find a new niche market- this time in space, thanks to NASA's trailblazing PhoneSat project.
To be rocketed into space early next year, PhoneSat is set to showcase use of lower cost, off-the-store-shelf, commercially available technology that enables space commerce, educational activities and citizen-exploration.
"PhoneSat demonstrates a philosophy of taking a creative idea, then building and testing that inspiration in a very rapid way?as opposed to long planning processes typical of larger spacecraft programs," said Andrew Petro, NASA program executive for Small Spacecraft Technology within the Space Technology Program at NASA Headquarters in Washington. Petro said PhoneSat is an out of the box activity, one novel pathway being explored for small-sized satellites that, quite literally, "chip away" at lowering the cost of constructing future spacecraft. PhoneSat takes advantage of commercial products already imbued with speedy computing chips, lots of memory and ultra-tiny sensors like high-resolution cameras and navigation devices. That's a mix of attributes akin to what spacecraft require, Petro said. "Those are already built into a smart phone and that's what we're taking advantage of in the PhoneSat Project, which could ultimately lead to very low-cost satellite designs."
Non-traditional hardware
"From the programmatic level, we're exploring the use of non-traditional hardware and systems providers?outside of what you normally call the aerospace industries," said Bruce Yost, manager of the Small Spacecraft Technology program at the NASA Ames Research Center at Moffett Field, Calif., home to a tight-knit team of engineers that conceived of and developed PhoneSat.
"PhoneSat is a way to find other ways to do some of our space missions in a non-traditional manner," Yost said.
There are three prototype satellites built for launch in the PhoneSat Project, each a "nanosatellite" that is a 4-inch cube and weighs just three pounds. The three PhoneSats are dubbed Alexander, Graham, and Bell.
PhoneSat 1.0 makes use of Nexus One smartphone technology made by HTC Corporation and Google's Android operating system.
A beta version of PhoneSat 2.0 joins the two battery-powered PhoneSat 1.0 spacecraft. PhoneSat 2.0 is built around an updated Nexus S smartphone made by Samsung Electronics which runs Google's Android operating system to provide a faster core processor, avionics and gyroscopes.
PhoneSat 2.0 has solar panels to enable longer-duration missions and a GPS receiver. It also has magnetorquer coils -- electro-magnets that interact with Earth's magnetic field -- as well as reaction wheels to actively control the satellite's orientation in space.
"We're providing a set of 3 satellites, inserted into a spring-loaded dispenser attached to the launch vehicle. They're stacked in there like a toaster," said Jim Cockrell, PhoneSat 1.0 project manager at NASA Ames.
An Orbital Sciences Corporation Antares booster, roaring skyward from NASA's Wallops Flight Facility at Wallops Island, Va., will eject the trio of PhoneSat spacecraft into low Earth orbit in 2013.
Creative and cost-saving approach
A creative and cost-saving approach in fabricating the solar paneled PhoneSat 2.0 is the use of Triangular Advanced Solar Cells, or TASC. Purchased from Spectrolab of Sylmar, Calif. at a modest price, the solar cells are "leftovers" from the manufacturing process of larger solar cells.
Cockrell said the cells are very small so it took more of them to cover the given surface area available on the PhoneSat. The cells offer high efficiency (27 percent) and, as they are a byproduct of the fabrication of larger cells, they are sold very cheaply -- about $250 for a quantity of 100, he noted.
Yet another cost-cutting avenue taken was the PhoneSat project's use of economical, commercial off-the-shelf (COTS) brushless DC motors.
Cockrell said that the mass of the motors armatures provide all the momentum needed. "No external flywheel is attached, and they have built-in speed controllers," he said, "so the mechanical and electrical designs have minimum moving parts and are simple."
Because they are COTS hardware they are inexpensive. For comparison, Cockrell added, the least expensive, space-qualified, purpose-built attitude control system for CubeSats can cost two orders of magnitude more than the PhoneSat attitude control system made from COTS parts.
Popular Science magazine has chosen the NASA Ames Research Center's PhoneSat project as one of the winners in the Aerospace category for their "Best of What's New 2012" awards. PhoneSat is a demonstration project to build, launch and fly one of the lowest-cost, easiest-to-build satellites in space.
Technology demonstration
"The PhoneSat project is kind of a technology demonstration effort," said Jasper Wolfe, technical lead for attitude determination and control of the launch vehicle for the PhoneSat Project at NASA Ames.
During the PhoneSat Project's time in orbit, a global amateur radio community will be engaged, able to download and upload packets of data. Wolfe is anxious to see how they creatively utilize the Earth orbiting PhoneSats.
"Personally, one of the other benefits from PhoneSat is inspirational?demonstrating cool, cheap technologies that can inspire a lot of people to get involved in space," Wolfe said. "We want to keep up with all the technologies that are coming out and continually find new applications for technologies from other industries, particularly low-cost industries." NASA's Petro said the PhoneSat Project is a forerunner of things to come that can decrease the costs of future small spacecraft.
"It really is a revolution?and it's happening," Petro said. "My goal is to get in front of this wave and not be carried along by it?and see where NASA can make a contribution to the field."

To educate students, the professional doctorate program will bring together leaders in biomedical engineering, rehabilitative science, physical therapy and orthopedics to engage in multidisciplinary approaches to enhance the capability of the human body to recover and rehabilitate from orthopedic surgery and traumatic orthopedic injury.
?Trine is eager to address the nation?s need for higher educated physical therapists and is grateful for the grant from PNC Charitable Trusts,? said Trine president Earl D. The Obama administration's chief environmental watchdog, EPA Administrator Lisa Jackson, is stepping down after a nearly four-year tenure marked by high-profile brawls over global warming pollution, the Keystone XL oil pipeline, new controls on coal-fired plants and several other hot-button issues that affect the nation's economy and people's health.
Jackson, the agency's first black administrator, constantly found herself caught between administration pledges to solve controversial environmental problems and steady resistance from Republicans and industrial groups who complained that the agency's rules destroyed jobs and made it harder for American companies to compete internationally.
The GOP chairman of the House Energy and Commerce Committee, Rep. Fred Upton, said last year that Jackson would need her own parking spot at the Capitol because he planned to bring her in so frequently for questioning. Republican presidential nominee Mitt Romney called for her firing, a stance that had little downside during the GOP primary.
Jackson, 50, a chemical engineer by training, did not point to any particular reason for her departure. Historically, Cabinet members looking to move on will leave at the beginning of a president's second term.
"I will leave the EPA confident the ship is sailing in the right direction, and ready in my own life for new challenges, time with my family and new opportunities to make a difference," she said in a statement. Jackson gave no exact date for her departure, but will leave after Obama's State of the Union address in late January.
In a separate statement, Obama said Jackson has been "an important part of my team." He thanked her for serving and praised her "unwavering commitment" to the public's health.
"Under her leadership, the EPA has taken sensible and important steps to protect the air we breathe and the water we drink, including implementing the first national standard for harmful mercury pollution, taking important action to combat climate change under the Clean Air Act and playing a key role in establishing historic fuel economy standards that will save the average American family thousands of dollars at the pump, while also slashing carbon pollution."
Environmental groups had high expectations for the Obama administration after eight years of President George W. Bush, a Texas oilman who rebuffed the agency's scientists and refused to take action on climate change. Jackson came into office promising a more active EPA.
But she soon learned that changes would not occur as quickly as she had hoped. Jackson watched as a Democratic-led effort to reduce global warming emissions passed the House in 2009 but was abandoned by the Senate as economic concerns became the priority. The concept behind the bill, referred to as cap-and-trade, would have set up a system in which power companies bought and sold pollution rights.
"That's a revolutionary message for our country," Jackson said at a Paris conference a few months after taking the job.
Jackson experienced another big setback last year when the administration scrubbed a clean-air regulation aimed at reducing health-threatening smog. Republican lawmakers had been hammering the president over the proposed rule, accusing his administration of making it harder for companies to create jobs.
She also vowed to better control toxic coal ash after a massive spill in Tennessee, but that regulation has yet to be finalized more than four years after the spill.
Jackson had some victories, too. During her tenure, the administration finalized a new rule doubling fuel efficiency standards for cars and light trucks. The requirements will be phased in over 13 years and eventually require all new vehicles to average 54.5 mpg, up from 28.6 mpg at the end of last year.
She shepherded another rule that forces power plants to control mercury and other toxic pollutants for the first time. Previously, the nation's coal- and oil-fired power plants had been allowed to run without addressing their full environmental and public health costs.
Jackson also helped persuade the administration to table the controversial Keystone XL pipeline, which would have brought carbon-heavy tar sands oil from Canada to refineries in Texas.
House Republicans dedicated much of their time this past election year trying to rein in the EPA. They passed a bill seeking to thwart regulation of the coal industry and quash the stricter fuel efficiency standards. In the end, though, the bill made no headway in the Senate.
