49ers backup quarterback Colt McCoy learning on the fly with his iPad

SANTA CLARA -- No one is benefitting more from the 49ers' new iPad-version playbook than quarterback Colt McCoy, Colin Kaepernick's new backup this season.

All 90 players received iPads at training camp, and McCoy is constantly using his to study the 49ers' complex schemes while also viewing practice-field video or game film.

"As soon as we get in the locker room, the practice film is on the iPad," McCoy said. "So I can grab a quick bite to eat, and as I'm eating, look at practice, at what the play was."

McCoy didn't have such iPad ingenuity the past three seasons with the Cleveland Browns. Four months ago the former University of Texas star was dealt to the 49ers for fifth- and seventh-round draft picks.

"I've always liked to write things down, highlight them and write my own little notes," McCoy said. "But you can type out your notes on there and it's pretty neat.

McCoy has needed to learn a lot in seizing the No. 2 role that last belonged to Alex Smith, whose Nov. 11 concussion allowed for Kaepernick's promotion.

Coach Jim Harbaugh tabbed McCoy the No. 2 quarterback in June -- ahead of incumbent No. 3 Scott Tolzien and rookie B.J. Daniels -- and Harbaugh seems pleased by what he's seen from the entire group.

"Colin is playing so well right now that he overshadows some of the other guys," Harbaugh said.

McCoy's response to being overshadowed: "It feels that way some times, but that's a good thing. You want your leader, your starting quarterback to have a great camp and show a lot of confidence. He's doing all those things.

"Honestly for me, to be able to watch him execute the plays I'm about to run ... he's doing such a great job of that, it's really helping me."

McCoy left Texas with the most wins of any starting quarterback in NCAA history, posting a 14-8 record. He is only 14 months older than Kaepernick, but McCoy has 21 starts, or 11 more than Kaepernick.

McCoy went 6-15 as a starter in his first two seasons with the Browns, then sat most of last season behind rookie starter Brandon Weeden.

Cleveland went 5-11, 4-12, 5-11 the past three seasons, so McCoy is understandably thrilled to join a 49ers team that reached the past two NFC championship games and last season's Super Bowl.

"I've really never been around a group like this, from young to old, who continue to work, and work, and work," McCoy said.

All of McCoy's work will be go on public display Aug. 8, when the 49ers open the exhibition season against the Denver Broncos at Candlestick Park.

Said McCoy: "I'm excited to get into preseason games, just to go against somebody new and kind of see where I am in this offense because there is a lot of volume in it, but it's going well."

* In adopting digital playbooks, the 49ers followed a growing trend around the NFL, after testing out the iPads last season. The Baltimore Ravens and Tampa Bay Buccaneers were the pioneers in 2011, and a dozen teams reportedly switched to iPad playbooks last season. "It's going to be effective," McCoy said. "The technology is there and everything is moving that way. I don't know if there'll be hard-copy playbooks for much longer.

Left tackle Joe Staley told 49ers.com: "It's going to be a big help to have everything we need, with us at all times. I think it's going to be a big benefit."

* Cornerback Nnamdi Asomugha, defensive tackle Glenn Dorsey and rookie safety Eric Reid are listed as second string on the depth chart for Thursday's exhibition opener. Carlos Rogers and Tarell Brown remain the starting cornerbacks, Ian Williams is the first-team nose tackle and C.J. Spillman the starting free safety.

Anquan Boldin and Kyle Williams are the first-team wideouts, although Williams did not practice last week because of a hamstring injury. Rookie tight end Vance McDonald is listed as Vernon Davis' top backup instead of Garrett Celek.

* With Michael Crabtree out and the receiving corps in question, could running back Frank Gore see an increase in catches? "It'll spread around. Each week could be a different person's week," said Gore, who's totaled 45 receptions the past two years. He averaged 45 catches per season his first six seasons.

* Wide receivers Lavelle Hawkins and Austin Collie, signed Friday to one-year deals, are excited to be catching passes from Colin Kaepernick, who threw to them during their workouts. "That thing's humming," Collie said of Kaepernick's pass velocity. "You've got to get used to it."

Hawkins, who played the past five seasons with the Tennessee Titans, already is accustomed to an offense with a dual-threat quarterback. "I played with Vince Young, too, and that's a mobile guy, and so is Jake (Locker)," Hawkins said. "It'll be good."

Hawkins disputed reports he asked for his release Wednesday from the Patriots. But the Stockton native is happy to be back in Northern California. "It was just different for me out there," Hawkins said of his two-month, Patriots tenure. "Great program but it didn't fit for who I was."

* Players had Saturday off and will return to practice Sunday at 10:30 a.m.

The recovery in America's labor market is so slow it's like a party where no one celebrates, except maybe Wall Street. Every time the labor market starts to show sustained momentum, along comes new evidence that even expected lackluster growth is sometimes too much to hope for.

Take Friday's jobs report. It showed the US economy created 162,000 jobs in July, fewer than expected, and that employees worked slightly fewer hours and for slightly less pay. If it weren't for the auto industry's dynamic recovery and strong gains in the wholesale and retail trade sector, the numbers would have been even worse.

The unemployment rate fell from 7.6 percent in June to 7.4 percent in July, but part of that improvement came because people were dropping out of the labor force.

In one encouraging sign for the employment market, Amazon.com announced this week that it would be adding 7,000 jobs at its warehouses around the nation. The announcement came a day before President Obama visited an Amazon.com warehouse to deliver a major speech on how to accelerate economic growth.

NFL competition for young people being held in Morrow

MORROW, OH (FOX19) - The Village of Morrow Parks & Recreation Board is hosting a NFL Punt, Pass & Kick competition on Saturday, August 3.

This is the first year for the event where young football fans ages 6 - 15 will have the opportunity to exhibit their skills.

A number of NFL players have completed in NFL Punt, Pass & Kick, including top former and current NFL quarterbacks such as Dan Marino and Brett Favre.

The top finishers from each of ten age groups at the local competition will advance to a sectional competition. The winners at the sectional competition will have their scores compared with other sectional champions. The top four scorers from the pool of sectional champions advance to the Cincinnati Bengals Team Championship, to be held at one of their games in November of December of 2013.

The top four finishers in the boys? and girls? divisions within each age bracket from the pool of all Team Champions will qualify for the National Finals at an NFL playoff game in January.

Entry forms for the competition can be found online at www.NFLPPK.com or at the Morrow Municipal Building onn East Pike Street.

This event is free and will happen at Thornton Park from 9am - noon.

OneRedmond's next investor's luncheon will be from 11:30 a.m. to 1 p.m. on Aug. 21 at Matts' Rotisserie & Oyster Lounge at 16551 N.E. 74th St. in Redmond Town Center.

The lunch will feature Dr. Eric Murray, president of Cascadia Community College. He will discuss "What do we want for our children? Education and Careers on the Eastside."

The program will explore the dilemma families face in choosing a path for their kids after high school. ?Admissions rates and qualifications of students to get into universities will be shared along with the fact that only one out of every five applicants gains admission to the university of their choice. Options and local resources for how to keep kids on the right path will also be discussed. This data is specific to the school districts on the Eastside.

The event's menu will be rotisserie chicken penne pasta with sundried tomato cream sauce, radicchio, green beans, basil and gorgonzola. Vegetarian and vegan options are also available.

Pre-registration is required due to limited space and restaurant accommodations. Attendees are also asked to specify if they have any food allergies or dietary restrictions. Cancellations with less than 24 hours notice will not be reimbursed.

BEVERLY HILLS -- Oscar-winner Billy Bob Thornton has signed on to star in "Fargo," an FX limited series inspired by the 1996 film.

"Fargo," which begins production in the fall, presents an all-new crime story and will feature no characters from the film. Thornton will play Lorne Malvo, a "rootless, manipulative" man who meets a small town insurance salesman and sets him on a path of destruction. The character is in the same vein as the one Steve Buscemi played in the award-winning film.

"I think people are going to be entranced with that show," FX president and general manager John Landgraf told reporters at the Television Critics Association press tour on Friday. "It's really it's own thing but also true to the spirit of the original."

"Fargo" will be executive produced by Joel and Ethan Coen, the brains behind the film. It will run for 10 episodes and will most likely air next spring.

Historical Parade Showcases Santa Barbara?s Fiesta Spirit

Thousands crowded State Street and the Santa Barbara Harbor area Friday afternoon to take in the Historical Parade, a longstanding cornerstone of the Old Spanish Days Fiesta.

Some planned their lunch breaks around catching the 89th annual event?s noontime processional of horses, floats, colorful outfits and lively music honoring Santa Barbara?s historical traditions.

The parade, also popularly called El Desfile Hist?rico, was touted by organizers as one of the largest equestrian parades in the United States.

Some parade-goers had arrived hours early to place their chairs and blankets, while others had reserved and cordoned-off seats to see the action.

Sunshine finally peaked from behind morning clouds as hundreds of colorfully dressed riders on horseback lit up the streets, leading gallant steeds along streets typically well traversed with cars, bicycles and shoppers.

One absent rider, Santa Barbara City Councilman Frank Hotchkiss, was thrown from his horse before the parade, and was transported to Cottage Hospital for treatment of his injuries.?

The parade started at the west end of Cabrillo Boulevard and marched east along the beach before turning up State Street, where El Presidente Josiah Jenkins turned on the charm for revelers from atop his horse.

At Jenkins? heels were his parents, Si and Karen, whose images inspired and adorned this year?s Fiesta poster in a similar parade-marching pose.

Spectators dressed in festive attire ? whites, greens and reds ? watched the 2013 event from curbs, restaurant patios and from the upstairs windows or rooftops of State Street businesses and retailers.

On the sidewalks, children and adults alike shouted ?Viva la Fiesta!? as they smashed confetti-filled eggs onto the heads of unsuspecting fellow revelers.

Passersby stirred up wafts of Mexican- or American-themed foods from nearby El Mercado De la Guerra, and a steady stream of mariachi music filled lulls in the parade's march.

?Look at him jump!? a man yelled to his children, who wore giddy expressions after watching the high-stomping hooves of passing horses.

Plenty of amateur photographers also turned out for the event, which included a seemingly endless sea of cowboy boots, sombreros, confetti, flower hair pains and festive garb.

Chevron second-quarter earnings drop on cheaper oil, maintenance

(Reuters) - Chevron Corp (CVX.N) posted a larger-than-expected decline in quarterly profit on Friday as a fall in oil prices knocked oil and gas production earnings and its U.S. refining unit slowly recovered from a refinery fire a year ago.

Second-quarter net income fell 26 percent to $5.37 billion, or $2.77 per share, from $7.21 billion, or $3.66 per share, a year earlier. Analysts, on average, expected $2.96 per share, according to Thomson Reuters I/B/E/S.

Chevron, the second-largest U.S. oil company produced 2.58 million barrels of oil equivalent per day, down from 2.62 million bpd a year earlier. The company is targeting 2.65 million bpd for this year, and growth of 25 percent in output by 2017.

In the second quarter, Chevron's exploration and production earnings from outside the United States fell 10 percent to $3.87 billion, with operating expenses higher and the average sale price for liquids down to $94 per barrel, from $99 a year before.

U.S. earnings from refining and marketing declined more than 83 percent, with refinery crude input falling by 114,000 barrels per day to 814,000 bpd, mainly due to the fire at its Richmond, California, plant last August. The damaged unit there started up in April.

Chevron shares fell 1 percent to $125.06 in pre-market trading on Friday.

India?s Missile Defense: Is the Game Worth the Candle?

On November 23, 2012, Indian scientists achieved a major milestone in missile defense: simultaneous interceptions of ballistic missiles at altitudes of 30 and 120 kms respectively. Such a feat put India on the map of a select group of nations, such as the United States and Israel, who have the capability of engaging multiple hostile projectiles. These tests, declared India?s premier defense research organization ? the Defence Research and Development Organization (DRDO) ? were done in a deployment mode with higher echelons of the Indian Army and Air Force in attendance, making a strong case for eventual induction of this system into country?s defenses. However, with India?s missile defense capability advancing, questions abound on its strategic and regional fallout.

The History of Ballistic Missile Defense (BMD) in India

In 1983, India initiated the Integrated Guided Missile Development Programme (IGMDP), leading to the research and development of a series of missile platforms from Prithvi to Agni. In addition to these offensive missile platforms, IGDMP also developed defensive missiles such as Akash Surface-to-Air Missiles (SAM). Akash was initially planned for air defense measures and equipped with a potential of conversion to Theatre Missile Defense System. Then, in the 1990s, DRDO started conceptualizing a missile defense plan for India. The actual transformation of Akash SAM into an anti-tactical missile defense began in earnest during this period.

The stated objective of this program was to develop a system that could intercept ballistic missiles with ranges of up to 2,000 km by 1997. However, technological incapacity as well as non-proliferation measures by the international community created hurdles in the process. India also was far less enthusiastic in advertising its intentions and objectives in the field of missile defense, lest it invoked American ire. Subsequently, DRDO entered into negotiations with Israel and Russia for BMD platforms and associated technologies. It bought S-300 anti-missile platforms from Russia, developed long-range, phased array radars in collaboration with Israel and built guidance radars with French assistance. As has been the case with all other defense technologies developed by India, its quest for missile defense therefore had both an indigenous component and a foreign one.

In its current iteration, India?s BMD is a two-layered system. Prithvi Air Defence (PAD) is supposed to tackle incoming missiles at ranges of 80-120 km (exo-atmospheric interception). On the other hand, the advanced air-defense (AAD) mainly consists of Akash Surface-to-Air Missiles (SAM) that can intercept incoming missiles at ranges of 15-30 km (endo-atmospheric interception). If the PAD system is devised for mid-course interception, the AAD is a terminal phase interception system which can only counter incoming missiles after their entry into the atmosphere. In their present configuration, these systems are designed to counter missiles with range close to 2,000 km traveling at speeds ranging from Mach 3 to Mach 8.

For tracking and guidance, it relies on its ?swordfish? radar systems developed in conjunction with Israel and capable of simultaneously tracking more than 200 objects with diameters of no less than two inches at a range of 600-800 km. However, DRDO?s hunger for technological innovation remains unsatisfied. It has recently declared its plan to intercept missiles with over 5,000 km ranges, closing in on intercontinental ballistic missile (ICBM) ranges. These systems would be called AD-1 and AD-2 and would aim to counter missiles with far more velocity, up to Mach 12-15. DRDO has plans to extend the range of the ?swordfish? radars to 1,500 km. In the future, a series of geo-stationary satellites may also be used for deduction of enemy missiles.

Why India Wants a BMD System

Many factors have motivated India?s quest for missile defense. First, Pakistan?s inclinations to pursue low intensity conflicts and foment terrorism under the shield of its nuclear arsenal have made India extremely uncomfortable with the strategic situation in the region. The Kargil War, 2002 attack on the Indian parliament and 2008 Mumbai attacks were symptomatic of this strategic imbroglio. Many in Delhi hope missile defense will provide India a space for limited wars against Pakistan.

Another motivating factor was the fear that there could be an unintended launch of a ballistic missile, especially given Pakistan?s vacillation between being ruled by a trigger happy military and being overrun by ****** extremists. Lastly, India also realized that a limited BMD, especially to secure its political leadership and nuclear command and control against a first strike, would augment the credibility of its second-strike nuclear posture.

These motivations notwithstanding, perhaps one of the most important factor in advancing India?s BMD capability was the election of a Republican government headed by George W. Bush in the United States. In his May 1, 2001 speech at the National Defense University, the new American president announced plans to abrogate the Anti-Ballistic Missile treaty.

Moving away from the Cold War concept of nuclear deterrence, the superpower was now endorsing defense against nuclear weapons. India saw this policy reversal as an opportunity to develop its own capabilities. Having been shunted to the backwaters of international nuclear politics, as underlined by its absence from the Non-Proliferation Treaty (NPT), India grabbed this opportunity with both hands, becoming the first nation to publicly endorse Bush?s new plans.

Missile defense became the new mantra for cooperation between the two nations. Since 2002, India and the U.S. have actively engaged each other on missile defense. The subject has been a source of agreement between the two nations at nearly every meeting of the U.S.-India defense policy group. India?s scientists and military have been regular participants in missile defense shows in the U.S., Israel and Japan. If the Bush administration facilitated dialogue with India on missile defense, no policy reversal can be observed under the Obama administration. In fact, the engagement has only increased with the U.S. now proposing ideas such as the joint development of missile defense technology, and softening its stand on sale of Arrow missile defense systems to New Delhi.

Current State of India?s BMD

Still, India?s ballistic missile program is far from problem-free. Confusion and doubts surround India?s much trumpeted success in missile interception. Though one can observe DRDO?s declarations of deployment of a BMD in Delhi and Mumbai since 2008, no considerable progress on the front has been made. This should warrant particular concern in light of the scientific community?s tendency to exaggerate its technical accomplishments. There is also some confusion over the accuracy of these interceptions. DRDO claims a 90 percent accuracy level. Civilian analysts, on the other hand, greet this claim with a heavy dose of skepticism; after all, even the most technologically advanced countries have an interception accuracy of 70 percent.

Also, some critics have questioned the DRDO?s claim that the system is ready to be deployed. As skeptics point out, the system has only been tested in controlled environments. Moreover, the intercepted missiles targeted in these exercises are slow moving Prithvi-class missiles. They also argue that when analyzed against missiles that travel at far greater speeds based on solid fuel booster mechanisms, DRDO?s claims of an effective BMD system seem exaggerated. In other words, DRDO?s capabilities are far from proven when pitted against Chinese ICBMs, such as the DF-41.

Would India?s BDM Actually Create Security?

The ultimate shape of the missile defense is also a venue of debate. It is not clear to what extent the DRDO can expand the missile defense shield with its growing technical capability. However, expanding the missile defense to shield large parts of the country may be counter-productive. Logically, only a limited missile defense complements India?s nuclear doctrine, which relies on ?assured retaliation? for the purposes of nuclear deterrence. A nationwide missile defense could create concern among India?s adversaries that it is preparing for a first strike; a perception which may ultimately prove disastrous for nuclear stability in the region.

Second, development of a pan-national missile interception capability is beyond India?s economic means. Still, it is important to acknowledge that a midcourse interception capability, which is India?s primary intention, can also be employed at a broader level. With increasing capabilities in the booster strength of its ballistic interceptors and of its ground radars, it is hard not to foresee mission creep in India?s ballistic missile interception program.

These issues intersect with potential negative strategic ramifications of India fielding a BMD program. Pakistan is acutely sensitive to any perceived military edge, current or future, that India may be developing. For example, Pakistan?s nuclear force expansion is believed to have been accelerated as a direct response to India?s conclusion of a civil nuclear agreement with the United States in 2008. Although the civil nuclear agreement could only potentially affect Indian nuclear force development by broadening its access to the international nuclear fuel market, and freeing up its domestic uranium for nuclear force expansion ? a possible but hypothetical scenario ? this was apparently enough cause for Pakistan to ramp up its nuclear force production. A limited fielding of a partly unproven Indian ballistic missile defense capability, as DRDO is planning, could similarly be enough to compel Pakistan to grow its nuclear arsenal ? with all the potential dangers that this entails.

For instance, this would elevate threat perceptions in both New Delhi and Islamabad. The disparity in Pakistan?s growing nuclear arsenal size, compared to India?s more halting efforts, was enough for Jaswant Singh, a former Minister for External Affairs and nuclear negotiator, to call in 2011 for an end to the central tenet of no-first-use in India?s nuclear doctrine. Ending no-first-use would also dispel the atmosphere of restraint pervading the doctrine, and signal to Islamabad that New Delhi was increasingly comfortable with the use of force in the next crisis, protected by a lower nuclear threshold and a BMD shield. Given that Pakistan would develop its own sub-conventional, conventional and nuclear means to counteract these shifts, the price of fielding BMD capabilities would be a tenser strategic environment.

An Indian BMD system could also provoke a Chinese reaction. The BMD capabilities fielded by the United States are the subject of certain neuralgia among Chinese strategists, who continually worry that these will provide Washington with a first-strike capability against China?s deliberately small nuclear forces.

More broadly, Washington?s interest in India?s BMD projects could validate suspicions in Beijing ? especially prevalent in the wake of the 2008 civil nuclear agreement ? that the United States and India are attempting to contain Chinese great power aspirations. As shown in the Sino-Indian border stand-off in April, in which Chinese troops occupied and then refused to abandon positions they had taken within Indian territory for a prolonged period, China has not been shy in reacting to Indian activities that are of far less concern to China than the BMD issue. At a time when India and China are making a renewed effort to secure a long-term agreement on the status of their borders, BMD developments could therefore worsen the trajectory of their relationship, all while offering India uncertain returns.

Thus, the BMD program provides India with the prospect, albeit still distant, of blocking or reducing an offensive missile strike, and also serves as an area where American and Indian defense scientists can collaborate ? building important bridges between the two states that could later transfer over into other areas. However, these benefits need to be weighed against the likely negative regional reactions. At the same time, it also is likely to raise tension and perhaps have unintended second and third order consequences in India?s relations with China and Pakistan. Thus, instead of being wholly consumed by the technical aspects of BMD, Indian policymakers need to also ask themselves whether the game is still worth the candle.

TORONTO Aug 2 (Reuters) - Canada's SNC-Lavalin Group Ltd unexpectedly reported a quarterly net loss and lowered its financial forecast for the year on Friday following charges on projects in two North African countries.

The company's shares fell 6 percent to C$40.44 on the Toronto Stock Exchange.

The Montreal-based company, one of the world's largest construction and engineering companies, said results reflected operating losses at its oil and gas unit for a project in Algeria and at its infrastructure and environment business for a halted project in Libya.

"Due to a variety of unexpected factors, such as the ones (we) have experienced in the second quarter in North Africa, 2013 is proving to be a very challenging year for the company," Chief Executive Robert Card said in a statement.

SNC, which is trying to move forward from a series of corruption and ethics misconduct cases, said it is in talks with a client who made a C$70.1 million claim alleging late penalties under a fixed-price project in Algeria.

The company also recorded a C$47 million risk provision, following an unexpected attempt to draw on letters of credit relating to a project that has been halted due to civil unrest in Libya. SNC said it was unaware of any claim and would use all legal means to prevent any draws.

"North Africa, Middle East - still very difficult markets," Maxim Sytchev, a senior analyst at Dundee Capital Markets, said. "The company cannot step away from a difficult project, they have to finish it. So that's exactly what they're going through right now.

"It's been a number of disappointments back to back."

SNC had announced a new turnaround growth strategy in early May, which called for a focus on lower-risk markets like North and South America as well as liquidating unspecified infrastructure investments.

SNC also remains occupied by ongoing investigations into past corporate misconduct. The far-reaching scandal involved former top executives who have since been charged with bribery and corruption for activities in several countries including Libya, Canada and Bangladesh.

UNEXPECTED LOSSES

The net loss for the second quarter was C$37.5 million ($36.2 million), or 25 Canadian cents a share, compared with net income of C$31.9 million, or 21 Canadian cents a share, in the year-before quarter. Revenue rose 1.6 percent to C$1.94 billion.

Analysts, who had been expecting a profit, said SNC results fell far short of consensus, even when excluding losses.

Going forward, the company said it now expects 2013 net income to be in the range of C$220 million to C$235 million. In March, SNC had forecast net income for the year would rise between 10 percent and 15 percent from the C$309.1 million it earned in 2012.

Losses would have been even greater if it weren't for the company's concession asset business, which includes managing the 407 express toll highway that crosses just north of Canada's largest city.

Excluding SNC's Infrastructure Concession Investments unit, net loss was C$104.7 million for the quarter, compared with net income of C$1.2 million during the year-ago period.

The strength of this business segment and the expectation the other segments will eventually turn around is one reason why the stock is not reacting more negatively, Sytchev said.

"Right now it's just waiting for the difficult projects to cycle through. Hopefully we're going to be done with that maybe mid-next year. I think the bulk of them are going to be completed," he said.

Man with alleged Rob Ford crack video arrested, report says

The man who showed two journalists an alleged video of Toronto Mayor Rob Ford smoking crack cocaine was arrested during a series of police raids in June.

The Toronto Star reported in its Friday edition that the alleged gang member was arrested during Project Traveller, which targeted drug dealers in the city's Dixon Road area of northern Etobicoke and led to charges against more than 40 people.

After a year-long investigation, police conducted dozens of raids that they say targeted a criminal organization ? a street gang known as the Dixon City Bloods or Dixon Goonies ? that had allegedly trafficked drugs and brought guns into Canada.

The man who showed the alleged video to reporters Robyn Doolittle and Kevin Donovan faces various drug and gun charges, including participating in a criminal organization, conspiracy and trafficking of guns and cocaine, the Star reported.

There's no word whether police are in possession of the video.

Ford has denied using crack cocaine and says the video does not exist.

Both the Star and the U.S. gossip website Gawker published stories in May claiming their journalists had viewed the alleged video, which they say shows the mayor in a well-lit room apparently smoking crack cocaine from a glass pipe.

Worldwide attention

The allegations were picked up by news organizations worldwide, mocked by U.S. comedians and led to weeks of fallout as some councillors called for Ford's resignation if the allegations were true, and several high-profile members of Ford's staff quit.

The Star and Gawker said the man had wanted to sell them the video.

Gawker raised $200,000 to buy the video from its owners through an online crowdfunding campaign dubbed the Rob Ford Crackstarter. However, after the fundraising was completed, the man who was the website's contact for securing the video said the owner told him the video was gone.

Gawker said it would instead give the money to four Ontario charities.

(AP) ? Struggling to salvage a massive surveillance program, President Barack Obama faced congressional critics of the National Security Agency's collection of Americans' telephone records Thursday as snowballing concerns made new limitations on the intelligence effort appear increasingly likely.

Obama and Vice President Joe Biden joined lawmakers on both sides of the issue for an Oval Office meeting designed to stem the bleeding of public support and show Obama was serious about engaging. Among the participants were the NSA's most vigorous congressional supporters ? the top Democrats and Republicans in the House and Senate intelligence panels ? alongside its most stern critics, including Democratic Sens. Ron Wyden of Oregon and Mark Udall of Colorado.

The lawmakers departed the rainy White House grounds without speaking to reporters. But in interviews later, they said there was a consensus that the surveillance efforts are suffering from perception problems that have undercut trust among the American people.

"There is openness to making changes," said Rep. C. A. Dutch Ruppersberger of Maryland, the top Democrat on the House Intelligence Committee.

Sen. Saxby Chambliss of Georgia, top Republican on the Senate's intelligence panel and a strong NSA defender, said Obama and the lawmakers didn't agree to take specific steps but brought up a number of proposals that will be fleshed out over the August congressional recess.

"A lot of ideas were thrown out," Chambliss told The Associated Press. "Nothing was concluded."

Wyden, in an interview, said he and Udall had sought to convince Obama of the urgency of addressing rising concerns. He said he proposed strengthening the government's ability to get emergency authorization to collect an individual's phone records, so that pre-emptive collection of everyone's records would no longer be necessary.

"I felt that the president was open to ideas ? and we're going to make sure he has some," Wyden said after returning to Capitol Hill.

Wyden and two Senate colleagues also unveiled legislation Thursday to overhaul the secret federal court that oversees the programs, which critics decry as largely a rubber stamp. The senators aim to make the court created under the Foreign Intelligence Surveillance Act, or FISA, more adversarial by creating a special advocate who could argue for privacy during closed-door proceedings and appeal decisions. A companion bill would diversify the court's bench by ending the chief justice's sole authority to pick its judges.

"These bills do not compromise national security, but they put a necessary opposing view in the FISA court and assure ideological diversity of judges," said Sen. Tom Udall, D-N.M. Another of the bill's sponsors, Sen. Richard Blumenthal, D-Conn., said the Obama administration was receptive to the ideas, although White House officials declined to comment.

Debate over the line between counterterrorism and invasion of privacy has been heating up since former government contract systems analyst Edward Snowden leaked classified documents exposing the NSA's monumental capability to sweep up data about phone and Internet use, including programs that store years of phone records on virtually every American. Snowden's revelations have prompted a national rethinking over government surveillance powers that have grown since the Sept. 11, 2001, terrorist attacks.

Russia decided on Thursday to grant temporary asylum to Snowden, who has been in a Moscow airport hotel for more than a month, despite America's insistence that the fugitive be sent home to face prosecution on espionage charges.

In Washington, House Judiciary Committee Chairman Bob Goodlatte, R-Va., said he stressed to Obama the role Congress must play in ensuring that U.S. spying isn't infringing on Congress' intent or on civil liberties. He said his committee would further probe the issue, including in a classified hearing he's hoping to hold in September.

Extending its efforts to defend the programs to the public, the White House pledged to help Americans understand as much as possible about how they work, even as it staunchly defended their efficacy in keeping a post-9/11 America safe.

"That process will continue," said White House spokesman Jay Carney. "But I don't think that we can sensibly say that programs designed to protect us from terrorist attack are not necessary in this day and age."

The more information about the programs the government has released, the more it has fed even greater concerns about the scope of the surveillance and whether Obama's national security team has been truthful in describing it publicly in the past.

After the administration on Wednesday declassified more documents about an email mining program, Wyden said they showed the government had "repeatedly made inaccurate statements to Congress" about the effectiveness in countering terrorism. And new details released about the phone records program created new fodder for critics by confirming for the first time that, when investigating one suspected terrorist, the government can also examine records of people who called people who called the targeted individual ? netting millions of people's records in a single request.

Meanwhile, the head of the NSA openly clashed with lawmakers including Sen. Patrick Leahy, D-Vt., over the agency's statements that telephone and email data collection helped foil 54 terror plots.

Rising tensions have stoked concern at the White House that surveillance programs Obama considers crucial will soon be undermined or even dismantled ? despite the fact that many Democrats and Republicans in Congress have come to the NSA's defense.

Leahy, the Judiciary Committee chairman, has threatened to seek to end the phone records program if it's not proven effective. And Sen. Jeff Merkley, D-Ore., signaled Thursday that unless an agreement is reached on releasing more of the secret court's opinions, he would push Congress to use its "power of the purse" to compel their disclosure by withholding funding for certain programs.

Even some staunch advocates for a tough national security stance have become outspoken critics, including Rep. Jim Sensenbrenner, R-Wis., who helped write the USA Patriot Act but now says the phone records collection goes far beyond what he envisioned and may not be renewed. Sensenbrenner was among the lawmakers who shared concerns in the session Thursday with Obama and top officials, including Biden, National Security Advisory Susan Rice and White House counsel Kathryn Ruemmler.

The White House also was spooked by a House vote last week to dismantle the program, which failed by a narrow 217-205 margin.

Are Growing Pains Real?

I?m lucky: When I hear the phrase ?growing pains,? I think of Kirk Cameron, not night aches. I never suffered from growing pains as a child, and as far as I can tell, my 2-year-old doesn?t have them yet either. So sometimes I wonder: Are growing pains real? If so, what causes them? And how do I make sure my kid never has them, because I really don?t need another reason for screamy 3 a.m. wake-ups?

Growing pains are real?in fact, they?re pretty common. Estimates vary, but one Australian study found that as many as 37 percent of 4-to-6-year-olds experience these recurring aches, which typically afflict a child?s lower limbs in the afternoon or at night. Bizarrely, though, growing pains actually have nothing to do with growing?more on that later. And while they are nothing to worry about and usually disappear by the age of 14, growing pains can be confused with more serious health problems?so it?s good to know what they are and what they aren?t.

The term ?growing pains? first appeared in a book penned in 1823 by a French doctor, but since then physicians have realized that the peak of these pains, which is at around age 6, doesn?t correspond to a period of rapid growth. (A quarter of a person?s total growth actually happens during puberty). So it?s unlikely that growth has anything to do with growing pains, at least directly. But despite attempts to come up with more accurate monikers (such as ?noninflammatory pain syndrome of early childhood?), the old name stuck.

How frequently kids experience growing pains varies?some never get them, others get them five times a year, and a handful of poor souls have them every night. But timingwise, there are a few general rules. First, growing pains usually first appear during the preschool years. ?If a child is 8 and all of a sudden has pain at night, it is not growing pains,? explains Barbara Ostrov, a pediatric rheumatologist at Penn State University. Second, growing pains only happen in the afternoon or at night, so kids who complain of pain during the day or who wake up stiff or sore in the morning are almost certainly not experiencing growing pains. Most of the time, the pains disappear by around age 14, but some kids will have them throughout their teenage years. (Growing pains that are actually caused by growth spurts in adolescence?like Osgood-Schlatter disease?do not fall into the category of typical growing pains. Go figure.)

Growing pains are ?bilateral,? too, in that they typically affect both sides of the body. This doesn?t mean that both sides have to hurt every time?the right leg might hurt one night, and a few days later the left one will act up?but kids who only ever get pains on one side probably aren?t having growing pains. And growing pains aren?t visible. Your kid might be screaming his head off about his shin, but you should never actually see anything wrong with his shin. If you do?if you see redness or swelling or bruising, for instance?you should take your little one to the doctor, pronto.

So, the definition of ?growing pains? is based on when and where the pain happens, not on what causes it. And even today, no one is sure what produces growing pains, but there are several theories backed by (limited) research, and together they suggest that growing pains might have a range of physiological causes. One possibility is that kids who get growing pains have abnormally low pain thresholds. In a 2004 study, Philip Hashkes, at the time a pediatric rheumatologist at the Cleveland Clinic, tested the pain thresholds of 44 children with growing pains by putting pressure on various parts of their bodies, including points that are particularly sensitive to individuals who have chronic pain syndromes like fibromyalgia. After conducting similar tests on 46 children who didn?t have growing pains, Hashkes found that much less pressure was needed to incite pain in the children who had nightly growing pains. (Before you dismiss kids with low pain thresholds as ?crybabies,? keep in mind that research suggests that some people?especially redheads?have genetic mutations that do make them more sensitive to pain and resistant to painkillers.)

Since adults with fibromyalgia also have low pain thresholds, one question is whether kids who get growing pains are at an increased risk of suffering from chronic pain syndromes later in life. In a reassuring follow-up study that Hashkes conducted with 35 of these same 44 kids five years later, he found that when children stop having growing pains, their pain thresholds tend to normalize. (There were some kids who still experienced growing pains five years later, but their pain had lessened; although their pain thresholds were still lower than normal, they were higher than they had been.) None of the kids in his follow-up study had developed fibromyalgia.

ZaZa Energy closes on Eagle Ford asset sale

Houston?s ZaZa Energy Inc. (Nasdaq: ZAZA) has completed the sale of more than 10,000 acres in the Eagle Ford shale play in a $29 million deal.

A subsidiary of Houston-based Sanchez Energy Corp. (NYSA: SN), SN Marquis, bought the acreage in the Texas counties of Fayette, Gonzalez and Lavaca, along with ZaZa?s interest in the associated wells.

CEO Todd Brooks said the divestiture gives the company more working capital and greater financial flexibility to use toward its western Eagle Ford assets.

The deal marks a 33 percent drop in the price from a deal announced in March, when ZaZa said it would sell the assets to BEP Moulton LLC for $43.4 million.

The BEP Moulton deal fell through in June, according to filings with the U.S. Securities and Exchange Commission.

ZaZa is positioning itself as a frontrunner in the Eaglebine shale formation, a play that?s smaller than its northeastern neighbor, the Eagle Ford shale.

GOP Shows Conservation is a Conservative Cause

ATR's Grover Norquist and Patrick Gleason are out with a new column today, explaining why policies pursued by Republicans on the state level are good for the enviornment; as well as taxpayers. The editorial reads as follows:?

Energy and environmental policy is in the headlines. The new Environmental Protection Agency administrator?Gina McCarthy?gave her first major policy speech?this week, while congressional committees held hearings on a host of energy bills.

What?s clear is that, for at least the next two years, the White House, Washington Democrats and TV commentators will continue to portray Republicans as anti-environment. All while promoting policies that would?cut gross domestic product and kill jobs. Yet Republicans at the state level are implementing innovative policies that reduce emissions, while saving taxpayer dollars.

Consider North Carolina. It has been the focus of national news with protests held at the state capitol in Raleigh every Monday since mid-April, which have made the state a political tinderbox. North Carolina Republicans took control of state government for the first time in over a century last November. Liberal critics now paint them as ill-intentioned troglodytes who want to pollute the state.

This narrative, however, is detached from reality. Last month, for example, the Republican Governor Pat McCrory announced?that the University of North Carolina school system was going to make its campuses more energy efficient. The oldest public university system in the nation has contracted with private companies to retrofit all university buildings and facilities.

Most important, the UNC system energy efficiency initiative means significant savings to taxpayers. McCrory said the?project will save the state $25 million?over the next seven years. More than 100,000 energy-efficient lighting fixtures are going to be installed, the?Associated Press reports, in classrooms, dormitories and other facilities across the 13 university campuses, the North Carolina Arboretum, and the state Department of Commerce Energy Office.

Pirates slip by Cardinals 5-4 for 4th straight win

PITTSBURGH (AP) ? Pittsburgh Pirates general manager Neal Huntington spent the hours leading up to the non-waiver trade deadline searching for a way to upgrade the team with the best record in baseball.

The typically buttoned down Huntington even considered taking leave of his senses to do it.

"We talk a lot about, we don't want to do something stupid," Huntington said Wednesday after the deadline passed. "We were willing to do something stupid. We just didn't want to do anything insane."

At the moment, insanity might be defined as breaking up the chemistry the Pirates have spent the last four months cultivating.

Russell Martin drove home Neil Walker with the go-ahead run in the eighth inning and the Pirates rallied past the St. Louis Cardinals 5-4 to extend their lead in the NL Central to 2? games.

Pittsburgh (65-42) has its best record entering August since the 1972 Pirates ended July at 60-35.

Martin's sharp grounder off Trevor Rosenthal (1-2) rolled into left field, giving Walker time to score from second and propel Pittsburgh to its 25th comeback win in an increasingly special season. Pittsburgh is 23 games over .500 for the first time since 1992.

"We can win just about every way possible," manager Clint Hurdle said.

The Cardinals appeared in firm control of the division race two weeks ago but now find themselves staring up at the Pirates, who have taken the first four games of a five-game series.

St. Louis broke out of a slump to put together 13 hits, but the Cardinals left 11 runners on base and dropped their seventh straight. The Cardinals led 2-0, 3-1 and 4-2 but couldn't hold on.

"You always at some point during the season, every year, no matter what, go through a rough patch," St. Louis starter Adam Wainwright said after failing to earn his 14th victory. "The good teams find a way to get out of that rough patch and find a way to get back to playing good quality baseball, and that's what we're going to do."

Tony Watson (3-1) worked two shutout innings in relief of starter Jeff Locke. Mark Melancon pitched a perfect ninth for his fifth save. Melancon is 3 for 3 in save opportunities since All-Star closer Jason Grilli went down with a right forearm injury last week.

Matt Holliday had three hits and drove in two runs but St. Louis failed to score over the final five innings against Pittsburgh's bullpen.

"There's something we're not doing, and we know we're not doing it and fixing it," Cardinals manager Mike Matheny said.

Walker hit his seventh homer of the season off Wainwright in the first inning, starting a pattern that repeated itself throughout the night. The Cardinals found ways to score off starter Jeff Locke, but Pittsburgh kept chipping away.

"It's things we've done throughout the course of the season," Pittsburgh center fielder Andrew McCutchen said. "If we're down early, we just keep working."

The teams with the two best records in the National League were mostly spectators before Wednesday's non-waiver trade deadline, though the Pirates acquired minor leaguer Robert Andino from Seattle.

The past two seasons, the Pirates made somewhat aggressive moves meant to bolster their playoff chances, but instead contributed in part to a second-half swoon.

This time, Huntington is keeping the group he called "one of the tightest" he's been around intact. When the 4 p.m. deadline passed, the Pirates were huddled around a TV in the clubhouse. They weren't anxiously waiting for news. Instead, they were watching Martin and first baseman Garrett Jones play video games.

"The trade deadline is like a gossip magazine," Watson said. "You take it for what it's worth but it's in one ear and out the other."

Pittsburgh needed to find a way after a rare off-night by Locke, whose rapid ascension from fifth starter to All-Star has fueled Pittsburgh's relentless pursuit of the Cardinals. But St. Louis spent four innings pecking away at the left-hander's usually deft mix of breaking balls.

The Cardinals came in hitting just .155 (30-194) during their late-July swoon but peppered Locke for 10 hits, the most he has given up in 31 career starts.

They came in various ways, from a hard-hit double by Beltran in the fourth to a swinging bunt by David Descalso that traveled 20 feet. Locke tied a season high by giving up four runs. He struck out six and walked one as his ERA rose from 2.15 to 2.36.

"He was fighting uphill all night," Hurdle said.

Wainwright, however, couldn't take advantage of the first signs of life by the St. Louis offense in a week. Every time the Cardinals would push in front, the Pirates would respond, eventually tying it on a sacrifice fly by McCutchen in the fifth. Wainwright left after seven innings, allowing four runs on eight hits, striking out six and walking one.

"(They) gave me the lead three times and I blew the save three times," Wainwright said. "I can be better than that, I will be better than that."

NOTES: The Pirates placed reserve C Mike McKenry on the 15-day disabled after he underwent surgery on Tuesday to repair a torn meniscus in his left knee. Rookie Tony Sanchez, Pittsburgh's top pick in the 2009 draft, will serve as the primary backup to Martin for the rest of the season ... The series concludes Thursday with Pittsburgh's Charlie Morton (3-2, 3.59 ERA) facing Joe Kelly (1-3 3.44). The Pirates are 5-1 in Morton's last six starts.

Owasso church's back-to-school mission draws more than 1,000

OWASSO ? A back-to-school mission sponsored by a local church drew served an estimated 1,200 children on Wednesday, a coordinator said.

?It was the largest crowd we?d ever seen,? said Dena Cryder, event coordinator for New Heights Church, which has sponsored the community mission for 13 consecutive years.

?We normally have everybody in the building by about 10 o?clock and then it kind of flows in after that. But they were outside to the end of the parking lot till about 11:30 (Wednesday).?

The event, which ran from 8 a.m. to 4 p.m., offered free haircuts, as well as backpacks, school supplies, clothing and other items. The church ran out of school supplies.

?It was crazy,? she said.

Organizers had six people cutting hair the entire day, Cryder said.

?It?s sad to see that many people in need,? she said. ?But it?s a joy to be able to know that you?ve been able to help them.?

Wednesday?s success has the church eyeing expansion for the event.

?We?re going to have to try to figure out what we can do next year because we are out of room,? Cryder said.
